While International Living released its popular annual list of the Best Places in the World to Retire 2025 back in December instead of on New Year’s Day as in previous years, the leading authority for anyone looking for global retirement or relocation opportunities recently supplemented that list with a pair of new lists: the Top 20 Retirement Regions for 2025, and On the Rise: Six Up-and-Coming Retirement Regions to Watch in 2025.
These six “up-and-coming” destinations—from Costa Rica’s lush Southern Zone to Northern Portugal’s charming towns—promise adventurous retirees a fulfilling lifestyle without the hefty price tags of more popular expat hubs, International Living noted.
“These destinations combine the charm of being off the beaten path with practical benefits like affordability and vibrant local culture,” said Jennifer Stevens, Executive Editor at International Living. “We’ve spent decades uncovering hidden havens that are perfect for those ready to take the leap into a more adventurous and fulfilling retirement. Azuero Peninsula, Panama

Green Spain
Northern Spain’s verdant coastline, spanning Galicia, Asturias, Cantabria, and the Basque Country, offers retirees a quieter alternative to the bustling south. “This region is a paradise for those seeking natural beauty, incredible historic sites, and charming villages,” said Maria DiCicco, an International Living contributor.
Retiree costs in Green Spain are surprisingly affordable. “City living costs average between €1,500 and €3,500 per couple,” DiCicco added. “Healthcare is either free under Spain’s public system or available through private insurance plans ranging from €50 to €200 per month.”

Coastal Montenegro
Montenegro’s Adriatic coastline combines breathtaking beauty and affordability. Warren and Julie Knox, expats living in the region, highlight its appeal: “Sea-view apartments start at just $450 a month, and fresh seafood is abundant and inexpensive.”

Start your day with an espresso at a local café, and you’ll feel at home in no time,” said Terry Coles.
“Rental prices in Northern Portugal range from $530 to $750 per month, and a couple can live comfortably on $2,000 per month,” Coles added. With vibrant festivals and warm, welcoming locals, Northern Portugal is a hidden gem worth exploring.

The Southern Zone, Costa Rica
David Bohn, an expat in Costa Rica’s Southern Zone, recalls, “Most mornings, we wake at five, watch the sunrise over Mt. Chirripó, and enjoy our first cup of Costa Rican coffee. It’s a daily slice of paradise.”
From the vibrant farmers’ market in San Isidro to the pristine beaches of Dominical, the region blends natural wonders with modern conveniences. “We chose this area for its small-town charm and lush green surroundings,” says Bohn. Affordable housing and excellent healthcare further enhance its appeal.
The Peloponnese, Greece
The Peloponnese offers retirees a Mediterranean lifestyle without the island price tag. “This region has transformed over the past two decades, becoming more accessible and desirable,” said Lynn Roulo.
American expat Sandra Cherk adds, “We really enjoy our lifestyle here—fewer cars, fewer obligations, and so many beautiful places to explore. It’s the perfect balance.” With rents starting as low as $320 per month and over 1,200 miles of coastline, the Peloponnese is an affordable and stunning option for retirees.
