Pete Swisher, CFP®, CPC, QPA, TGPC, is Managing Partner at Group Plan Systems, LLC (GPS), a firm specializing in pooled employer plans (PEPs), multiple employer plans (MEPs), and ERISA fiduciary services. Recognized as a leading authority on retirement plan governance, Swisher brings over two decades of experience across fiduciary roles, product development, and regulatory affairs.

Swisher co-founded GPS to serve as an independent operational fiduciary, enabling investment managers and employers to efficiently offer group retirement plans. He also leads Waypoint Fiduciary, LLC, a consulting firm focused on ERISA plan design and compliance. Previously, Swisher held senior leadership positions at Pentegra Retirement Services and Unified Trust Company, where he was instrumental in expanding fiduciary outsourcing and MEP offerings.

A founding member of the National Association of Plan Advisors (NAPA) and its Government Affairs Committee, Swisher has actively contributed to shaping fiduciary regulations and retirement policy. He authored 401(k) Fiduciary Governance: An Advisor’s Guide, a foundational text for fiduciary professionals.
